Whiteley Town Council serves the Winchester District area of Whiteley, maintaining Meadowside Recreation Ground and the numerous play areas.  The Town Council will also be managing the woodlands, allotments, play areas and open spaces in North Whiteley in due course.

Town Council meetings

All are welcome to attend council meetings which are held in our offices on the first floor of Meadowside Leisure Centre.

Town Council Precept / Council Tax for 2024/25

The Town Council has agreed to make a precept request of £239,085 for 2024/25. This represents an annual payment of £94.50 and an increase of 5% or £4.50 compared to last year for a Band D household.

What does this pay for?

Staff and council administration

Contribution towards the costs of Community Safety Officer role

Grounds maintenance including Meadowside recreation ground, football pitches and the council’s play areas and skatepark

Sinking fund towards play area replacements and improvements

Grants to community organisations

Contribution towards new events

Community Safety Officer Sarah McCulloch is out and about in our community getting to know everyone and keeping the Town Clerk busy with all her requests for action!

Issues the council are pursuing in the new development

Transfer of the allotments to the Town Council

Transfer of the play areas and green infrastructure to the Town Council

Transfer of the sports pitches and changing pavilions to the Town Council

Establishment of a temporary community building managed by the Town Council

Altering the timing of streetlights, repairing faulty lights, connecting power to the Botley Road footpath lights

Clearing the completed green spaces, balancing ponds and Whiteley Way of builders rubbish

Allotments

There are four allotment sites planned for the new development, the first has been completed but has not yet been handed to the Town Council. The hold up is with the developers and their lawyers. You can view the location of the four sites on this link

We are keeping a list of people interested in an allotment, if you would like to be added please use this link

When there is an update on the handover of the allotments we will arrange a meeting for those interested in setting up a management group.

Phone signal in Whiteley

Work on the northern mast is progressing and it should be up and running in the next few weeks.  The Meadowside mast has come back to the planners following proposals to slightly relocate the monopole. The legal agreement for the Meadowside mast is proving lengthy but is making progress.

A proposal for a mast in Leafy Lane has come forward and the operator has made a ‘prior approval’ application to Winchester City Council. To view use case reference 24/00650/TCP  

Widening works to Whiteley Way

Works to widen Whiteley Way have begun, completion is expected in late 2025/early 2026.  Use this link for further details on the planned works.

Secondary school provision in Whiteley

Hampshire County Council is considering options for secondary school provision in Whiteley. A consultation is due to begin shortly.

The expectation of the Town Council is that the secondary school will open for Year 7 intake in 2027.

Thank you to Hayley Henson and her mini wombles for clearing up around Hill Coppice and Mollison Rise.

Thank you also to Ed Newton and his team who collected 20 bags of rubbish, a deckchair, vacuum cleaner and lampstand from Round Coppice.

These are public open spaces but not owned or maintained by the Town Council.

Zero tolerance for graffiti in our town

Our CSO Sarah operates a zero tolerance policy for graffiti in our town and can be found removing it wherever she can.

When it proves to be a bigger task our groundsmen take up the strain. Thank you to Pete and Dave from Siam Landscapes for cleaning up our town.

Neighbourhood Watch

More people are needed to keep an eye on our town, could you become a member of Neighbourhood Watch and help reduce crime?

Congratulations to Whiteley Wanderers YFC

WWYFC were the highly deserved recipients of a Mayor’s Award in recognition of the huge amount of work carried out by the club and its coaches and volunteers. Whiteley is very lucky to have such a well run club in its town. Thank you to everyone involved.

Meadowside grounds compound break in - did you see anything?

In the early hours of Friday 22nd March 2024 the Meadowside grounds compound was broken into and equipment stolen including the specialist Iseki mower pictured below. The burglars used the Strawberry Track to make their escape. If you have any information or CCTV in relation to this incident, Please contact Hampshire Constabulary via 101 or the online reporting tool quoting crime reference number 44240122493.

Find a play park this Easter

Whiteley has lots of excellent play parks and more will be created in the new development.

One new play area is open in Whiteley Way and is very popular. Two are due to open shortly in the southern area of Whiteley Way and near Flagpond Road with access from Bluebell Way. Watch this space!

The Town Council’s largest playpark is at Meadowside Recreation Ground, this includes plenty of inclusive play equipment for all ages. It’s a great place to meet up with friends or to make new friends!

Other play areas the Town Council look after can be found at Cheshire Close, Mollison Rise, Saffron Way, Caraway and Rosemary Gardens.  Explore them all this Easter!
