Whiteley Town Council serves the Winchester District area of Whiteley, maintaining Meadowside Recreation Ground and the numerous play areas. The Town Council will also be managing the woodlands, sports pitches, allotments, play areas, open spaces and community centre in the new development in due course.

North Whiteley update meeting 10th March 2026
Thank you to everyone that attended the North Whiteley update meeting and thank you also to Cornerstone School for allowing us to use the hall.
The update included works to Whiteley Way, the new community building, the two outstanding play areas, secondary school, path alongside Cornerstone School, allotments and sports pitches.

Easter bin collections

These dates are already included in your bin emptying calendar but just as a reminder: for the week starting Monday 6th April collections will be a day later than usual with a Saturday collection for those who usually have their bins collected on a Friday.
Local Government Reorganisation
Thank you to everyone who supported keeping the Winchester side of Whiteley within Mid Hampshire rather than joining Portsmouth, Gosport, Havant and Fareham. The Government has agreed with this in its decision on the structure of new councils across Hampshire and the Isle of Wight.
Whiteley Town Council will remain as it is.
Services will continue to be delivered as they are now during the reorganisation process. Elections to set up the new councils are expected in May 2027 with the councils beginning to operate in May 2028.

Everyone should have received a poll card for the upcoming Winchester City Council and Hampshire County Council elections. Check the poll card for the location of your polling station.

New Secondary School for Whiteley

Botley Bypass

Two way traffic lights will be in place on the A3051 (Botley to Park Gate) on weekdays from Monday 30 March to Friday 24 April, operating during the day from 9.30am to 4pm. These will be removed for the Easter Bank Holiday at 5pm on Thursday 2 April and will resume at 9.30am on Tuesday 7 April. Follow the latest news on this link
Allotments
We were delighted to see so many people at the first meeting for those interested in helping to manage the allotments.
Work is taking place to establish a Whiteley Allotment Association.
There are four allotment sites planned for the new development; Allotment 1 has been completed and the legal work to transfer the site to the Town Council is complete and the handover imminent.
Allotment 2 and Allotment 3 are expected to be completed this year and the Council has asked Vistry to allow access via a licence to occupy, ahead of the legal work to transfer the land.
Work on Allotment 4 is expected to begin this year.

When there is an update on the handover of the allotments we will arrange a meeting for those interested in setting up a management group.
What to look out for on your walks

Bluebells or Hyacinthoides non-scripta
April is the time for bluebell walks, if you’re up for exploring, check the map and visit Stonyfield Copse, Hangmans Copse or Round Coppice. Always stick to to public footpaths and recognised paths to avoid damaging plants and animals.
Nightingale
You may also be lucky enough to hear the fluid calling of Nightingale in the larger woodlands. These are secretive birds with a beautiful song. Once heard never forgotten.
£100 for residents of new houses in North Whiteley to reduce car use
If you are the first resident to live in your North Whiteley house you can claim £100 towards the costs of bikes, scooters, walking boots, wellies… Few people have claimed, its very easy and help is available if needed.

New High-Tech Recycling Facilities for Hampshire
Construction is set to begin this spring on Hampshire’s new state-of-the-art Materials Recovery Facility (MRF) in Eastleigh — a major step forward in transforming the county’s recycling capabilities. Expected to be fully operational by 2028, the facility will allow residents across Hampshire to recycle a much wider range of materials directly from the kerbside. This will include:
• A broader spectrum of plastic packaging, such as pots, tubs, trays and soft-plastic film
• Glass
• Metal packaging
• Paper and cardboard This development follows the recent expansion of weekly food-waste collections, and together these changes represent a significant shift in improving household recycling rates and reducing environmental impact. The new facility will deploy advanced automated sorting technologies, with potential use of robotics and artificial intelligence to maximise material recovery and efficiency. The £50.5 million project is being delivered in partnership with Portsmouth City Council and Southampton City Council, ensuring consistent recycling services and infrastructure across the
region. The collaborative investment became possible once the Government finalised national recycling requirements in 2025, giving councils the certainty needed to progress long-term planning.
