Whiteley Town Council serves the Winchester District area of Whiteley, maintaining Meadowside Recreation Ground and the numerous play areas. The Town Council will also be managing the woodlands, allotments, play areas and open spaces in North Whiteley in due course.

All are welcome to attend council meetings which are held in our offices on the first floor of Meadowside Leisure Centre.

Town Council events in 2024
Tuesday 30th April 6-8pm Annual Assembly - celebrate the community of Whiteley and enjoy performances from our local schools, free buffet and drinks. Always a great evening and a good way to meet your neighbours! Everyone welcome.

20mph for Whiteley - results of an informal survey
Thank you to Cllr Luke Brider-Woolard who carried out a survey of residents’ views on 20mph speed limits in Whiteley
The result of the poll regarding a blanket 20 mph zone for Whiteley was 318 opposed and 219 in favour. Therefore the Town Council will not apply for a blanket 20 mph zone. This means that, for the time being, everything will remain ‘as is’.
A majority of residents in the new development support 20 mph roads (137 in favour and 96 opposed). In addition, many residents on both sides of the debate support limits near schools and play areas.
Whiteley Way (North of Tesco), Bluebell Way, and Curbridge Way are all private roads belonging to the developer consortium. The Town Council has discussed the presence of both the 10 mph signage near heavy vehicle entrances and 20 mph signage along the rest of the main roads. These signs will remain in place until the building work is finished. In the lead up to the adoption of these roads by Hampshire Council Council the Town Council will re-assess the situation, and conduct another survey targeted at residents in the new development, to see whether the 20 mph speed limit on these roads should be carried over.

Transfer of Allotment 1 to the Town Council
Transfer of the play areas and green infrastructure to the Town Council
Transfer of the sports pitches and changing pavilions to the Town Council
Establishment of a temporary community building managed by the Town Council
Completion of Footpath 9 which provides pedestrian and cycle access to Cornerstone School
Parking restrictions on Bluebell Way and around Cornerstone School
Clearing the completed green spaces, balancing ponds and Whiteley Way of builders rubbish

Allotments
There are four allotment sites planned for the new development; Allotment 1 has been completed but has not yet been handed to the Town Council. Allotment 2 is expected to be ready for transfer to the Town Council at the end of 2025. A contractor has been appointed for Allotment 3 and work will start in the coming months, following the ecologist’s review of the site.
The hold up with Allotment 1 is with the developers and their lawyers.

When there is an update on the handover of the allotments we will arrange a meeting for those interested in setting up a management group.
Temporary community building
The temporary community building is expected to be installed at the end of May.
It will be sited near the skills academy on Whiteley Way. If you would like to use the building please contact Nicki at the Town Council [email protected]
Phone signal in Whiteley
Work on the northern mast is progressing, it should be operational shortly pending the completion of some legal agreements. The Meadowside mast has come back to the planners following proposals to slightly relocate the monopole. The legal agreement for the Meadowside mast is proving lengthy but is making progress.
A proposal for a mast in Leafy Lane has come forward and the operator has made a ‘prior approval’ application to Winchester City Council. The Town Council has objected to the plans. To view use case reference 24/00650/TCP
Widening works to Whiteley Way
Works to widen Whiteley Way have begun, completion is expected in late 2025/early 2026. Use this link for further details on the planned works.
Secondary school provision in Whiteley
Hampshire County Council is considering options for secondary school provision in Whiteley and is currently consulting with stakeholders.
Options being considered are:
Option 1 – To build the North Whiteley secondary school as a new academy and keep The Henry Cort Community College operational but with a smaller catchment area.
Option 2 – To build the North Whiteley secondary school as a new academy and close The Henry Cort Community College.
Option 3 (the County Council’s preferred option) – To relocate The Henry Cort Community College to the new North Whiteley secondary school site.
Please take part and respond by the end of May 2024.
